Summary of the project and expected results
The general objective
The strong traditional roots of sport in
"associationism" and in volunteering have slowed down the emergence
of social partners in the majority of national sports systems. Although more
than 800,000 people work in the sport sector as their main professional
activity in the European Union, and for more than twenty years the
professionalisation of sporting organisations has moved very rapidly, social
dialogue as an element of the socio-economic development of the sector has been
quite ignored or marginalised.
In the view of making the situation evolved, the
general aim of the "Row the BoaT project" - RBT project - is to develop
the social dialogue in the sport sector in the European Union through the
reinforcement of the representativeness of the social partners, and through the
EASE and UNI-Europa (EURO-MEI) contribution to help structuring social partners
in countries where the social dialogue in the sport sector is emerging.
All this work will be carried out with the
perspective of submitting at the end of the project an application for the
creation of a Sport Social Dialogue Committee.
Following the BSDSS project - "Building the Social Dialogue in the
Sport Sector" (VS2003/003) – led by EASE in close co-operation with
UNI-Europa, the RBT project is the next step in the work towards the
establishment of a Sectoral Social Dialogue Committee (SSDC) that can be
formally recognised by the European Commission.
According to the BSDSS conclusions and recommendations, "building a
SSDC is an opportunity for every sector to regulate common issues at European
level". It is the proper evel of discussion on many issues linked to
employment, working conditions, vocational training, enlargement… "In
fact, it represents the best framework for the sport because it is close to the
needs, concerns and interests of the social players".
The BSDSS conclusionsand recommendations also
specified that the European social partners should develop themselves in order
to improve their representativeness in the countries of the European Union,
before being able to submit an application for the creation of a SSDC to the
Commission. The RBT project endorses such a perspective. EASE and UNI-Europa
really believe that the sport sector is now more mature than it was in
2003/2004 to structure itself. They are aware that the development of the
social dialogue in the sport sector is a long process but they are convinced
that the actions they will undertake during this project will have concrete
results on this development.
