On 15th September 2009, the European Centre for the Development of Vocational Training (Cedefop) has published the open invitation to tender Cedefop No. AO/ECVL/ILEMO/Credits&Permeability/017/09 named "From credit systems to permeability in Education and Training".
The purpose of this study is to research and analyse the issue of permeability and progression in education and training in the context of lifelong learning strategies and policies at national and European level. It is embedded in the current development and implementation of qualifications frameworks with a specific focus on credit systems within education and training in Europe. The study aims at identifying and analysing the mechanisms, forms, rationales as well as obstacles to enabling flexible learning paths. It will also take into account the issues of trust, partnerships and institutional set-up in education and training.
The study should build upon the substantial work already undertaken on learning pathways, and qualifications systems in recent years by the OECD, Cedefop and the European Commission. It should also take into account ongoing Cedefop studies on learning outcomes, qualifications standards, credit systems and qualifications frameworks. The results of existing research should be used to provide an overview in this field and to systematically reflect on dynamics of permeability and progression.
Maximum budget available for this activity is 200.000,00 €. Duration of the contract is 24 months. Deadline for submission is 23rd November 2009.
